WALL STREET, 6:30 P.M. ET: Stocks rose today as the Federal Reserve decided not to cut interest rates and technology issues recovered from early losses. The Dow Jones industrial average closed up 26.74 points at 5,670.60. On the New York Stock Exchange, volume was up with 397.75 million shares traded as of 4 p.m. The NYSE composite index rose 1.26 to 350.03. The Standard & Poors 500 list was up 2.93 at 652.97 and the Nasdaq composite was down 0.76 at 1,086.33. Finally, the American Stock Exchange's market value index was up 0.93 at 568.71. In London, gold was trading up $2.10 at $399.95.
