FLORIDA: With the Florida primary just two weeks away, Republicans scrambled for political capital in the wake of the Cuban incident. The issue was seized by on Bob Dole, who accused Clinton of being soft on Cuba, citing Castro's visit last year to the United Nations, and called for "real" action. The White House rebuttal cited the full trade embargo already in effect, and the desire to avoid imposing "too much misery" on Cuban citizens. Administration officials met on Tuesday with congressional staffers to discuss hardline legislation which would penalize foreign countries doing business with Cuba.
