In an apparent concession to Republicans in order to win support for his Bosnia initiative, President Clinton allowed a military appropriations bill that he had previously threatened to veto to become law today without his signature. The Republican-sponsored plan allots $243 billion for the Defense Department, $7 billion more than the President had earlier said he would approve. But with an estimated $2 billion needed to pay for the Bosnian troop deployment, Clinton was hard pressed to say no.
