Today, the general declared himself a member of the GOP, explaining that he wants to help the Republican party broaden its appeal to all Americans in order to give people more choices in politics. But General Powell also said that he was unhappy with many aspects of the Republican revolution and would pointedly voice his concerns as a private citizen. "I believe I can help the party of Lincoln move once again closer to the spirit of Lincoln." Powell refused to say whether he will endorse any presidential candidate, or to rule out an endorsement of President Clinton. Asked by a reporter whether he might run in the year 2000, Powell replied, with a laugh: "I am not starting this all over again."
