RUNNING IN PLACE

TIME Los Angeles bureau chief Jordan Bonfante, who is traveling with the governor, says today's effort comes none too soon: "Wilson lost two months because of throat surgery and a relatively prolonged California budget battle. It has cost him in one of his purported strengths -- fundraising. Predictions were that he'd be well on his way to $20 million by now, but at last report he's got less than $4 million." The Wilson campaign, he adds, is upbeat and heartened by recent polls that showBob Dole's lead is slipping. His own standing, however, is still rock-bottom. According to a TIME/CNN poll, Wilson is drawing 6 percent of GOP voters, well behind Dole (35 percent), Phil Gramm (9 percent) and Pat Buchanan (8 percent).
