TheBosnian Serbsdenied responsibility for the shelling and accused the Muslim government of staging the attack to sabotage peace talks. U.N. officials said they would order no air strikes against the rebels until they could determine who was responsible. But State Department spokesman Nicholas Burns openly blamed the Serbs: "We have no doubt about the source of that attack."
