The U.N. Security Council this evening demanded that Serbs cease attacks near one such enclave, Bihac, but fell short of threateningU.N. retaliation. The Serb attacks, the largest in the area in six months, have skirted the "safe area" within Bihac, a strategy that allows them to seize territory without provoking NATO retaliation.
