The electronic jamming system that the Navy wants to install in F-A-18 fighter bombers flying over Bosnia would provide better protection against surface-to-air missiles like the one that shot down Capt. Scott O'Grady, saysTIME's Mark Thompson. The Navy had mothballed the jammers, which worked imperfectly, Thompson says. "But these things are just sitting in a warehouse, and the pilots I've talked to say they'd much rather have these things than the Vietnam-era equipment they're using now."
