BASE CLOSINGS . . . CLINTON WANTS A WAY OUT

Republicans urged President Clinton to avoid partisan politics and accept the recommendations of the base closing commission. At stake for Clinton is $19.3 billion in savings over twenty years versus the loss of 27,000 jobs in the politically crucial state of California. The President has until July 15 to accept the list or send it back to the panel for further review.TIME's Mark Thompsonreports: "I expect Clinton will send this back to the commission and ask them if they won't change their minds about a few of these. The real fireworks will start if the commission sends back the same list, because then he will have to either accept it, or do what no President has done in four previous base closing rounds and reject the proposals."
