YELTSIN APOLOGIZES FOR JAPAN SNUB

A day after he rudely rebuffed Japan's offer to send doctors to help in the Sakhalin Island earthquake, Boris Yeltsin issued an apologetic press release. The Russian President said today that he "regretted his emotional statement," and said the Russians would not reject any offer of aid. However, he still maintained that Russia could cope with the disaster on its own.
