Meeting with his NATO counterparts in the Netherlands, Russian Foreign Minister Andrei Kozyrev committed his nation to expanded military and political exchanges with the West. "NATO is no longer the enemy of Russia," proclaimed NATO Secretary-General Willy Claes. As part of the informal agreement to strengthen ties, the foreign ministers of Russia and NATO countries will meet regularly and work toward greater cooperation in areas such as peacekeeping and curbing thesmuggling of nuclear material. Claes said such cooperation "will bring more stability, more guarantees for peace in Central and Eastern Europe."
