GRAMM BAILS ON WHITEWATER PANEL

Citing conflict of interest,Senator Phil Gramm(R-Tx.) has stepped down from a special Senate committee investigating the Clintons' involvement in Whitewater, because he is running for president. But three other presidential hopefuls --Bob Dole(R-Kan.),Arlen Specter(R-Penn.) andRichard Lugar(R-Ind.) -- remain on the panel. "Gramm's motivations can probably be taken at face value,"TIME Washington correspondent Suneel Ratannotes. "His decision serves both the inquiry and his presidential campaign." It remains to be seen whether Dole, Specter and Lugar will see the matter in the same light.
