RUSSIANS HESITATE ON JAPAN AID

Although Japan was quick to offer assistance to the affected areas, Russia so far has accepted only limited emergency supplies. Both nations have claimed the island of Sakhalin, only 25 miles from Japan's northernmost island, since the Soviet Union occupied it in 1945. Japan had controlled the southern half of the island for the forty previous years.
