The Senate Finance Committee voted 12-8 to approve a welfare reform bill that would endAid to Families with Dependent Children-- the federal government's 60-year guarantee to support mothers and children -- andturn it over to the states. Only one Democrat, Sen. Max Baucus of Montana, sided with Republicans.
