Saying "We are working very hard to strengthen the ability of the United States to resist acts of terror," President Clinton ordered far morestringent security measuresto be put in place at all federal buildings in Washington. In the last two days, bomb threats have been made in seven other cities. All international airports remain in a heightened state of alert. On Capitol Hill, Illinois Congressman Henry Hyde said he will toughen the Clinton administration's anti-terrorism bill to prevent members of terrorist organizations from entering the country. Clinton's proposed legislation would make terrorist acts within the U. S. a federal offense. Hyde's bill would also toughen visa and asylum procedures. He said the bill was so urgent his committee would try to send it to the full House as soon as possible. Rep. Charles Schumer, the chief sponsor of Clinton's bill, expects that "this bill will move like lightning through Congress."
