Several Republican governors who helped craft aHouse-passed welfare reform billare now trying to make sure the Senate version is even more sweeping. While the House version preserved the $27 billion food stamp program as thefederal government's ultimate safety net, a new proposal by governors William Weld of Massachusetts, John Engler of Michigan and Tommy Thompson of Wisconsin would dismantle the the program and replace it with block grants to the states.
