CLINTON WON'T TOUCH "NO NEW TAXES"

President Clinton today said he will not sign a pledge to refrain fromraising taxesas part of hisre-election campaign: "On principle, I think a president runs the risk of breeding cynicism to sign that kind of pledge when you have no idea what will come forward," Clinton said in a CNN interview. Just last week,GOP presidential contender Bob Doleagreed to sign the pledge himself. In 1988 he lost the New Hampshire primary in part because he hesitated to make such a promise.TIME White House correspondent James Carneysays Clinton -- who mocked President Bush for both taking and breaking the "no new taxes" vow -- is in no position even to consider the ploy.
