Former president Richard Nixonwill be featured on a stamp to be released on April 26. Presidents traditionally are commemorated on a stamp issued on theirfirst birthday after they die. But the stamp for Nixon, who created the U. S. Postal Service, is four months late because of printing delays associated with the three-cent price increase that took effect on Jan. 1.
