BHUTTO'S CONTRACT WITH AMERICA

Pakistan Prime Minister Benazir Bhuttowants the U.S. to either deliver on its promise to sell 28 F-16 fighter jets to her country or else refund a $1.4 billion payment Pakistan made for the planes. "We want America to honor its contract with us," Bhutto said in Washington today, noting that she will broach the subject with President Clinton tomorrow. The U.S. blocked the sale and impounded the money under a 1990 federal law that prohibits sending military equipment oreconomic aid to Pakistanunless the president certifies that the country is not seeking to manufacture nuclear weapons. President Bush made the decision based on intelligence reports that Pakistan had acquired technology to make an atomic bomb, although it had not actually produced any.
