The GOP holds a 54-46 Senate majority. Three Democrats -- Paul Simon of Illinois, Bennett Johnston of Louisiana and James Exon of Nebraska -- already plan to step down next year. Only one Republican, Hank Brown of Colorado, has announced retirement plans.
