ISRAEL, PLO DECLARE BREAKTHROUGH

Israel and the PLOfinally agreed on a target date -- July 1 -- when Israeli troops will leave the West Bank. At that point, Palestinians will hold elections. Israeli Prime Minister Yitzhak Rabin had delayed the move, a part of the 1993 peace accord, after a series of Palestinian terrorist attacks aroused security fears among both Israeli officials and citizens. Israeli Foreign Minister Shimon Peres and PLO chief Yasser Arafat made the announcement today, shortly after Secretary of State Warren Christopher arrived in Tel Aviv to nudge the peace talks ahead. But Rabin warned that before the July 1 deadline, Arafat must prove that he can prevent attacks by Islamic militants, who have killed 56 Israelis since October.
