CLINTON TO OVERSEE HAITI HANDOFF

President Clinton will visitHaition March 31 to oversee the departure of the U.S.-led force that he ordered ashore last fall, the White House announced. The troops, who are now leaving Haiti in shifts after fostering a peaceful transition of power, will be replaced at month's end by a U.N. force of up to 6,000 peacekeepers and 900 police officers.
