CLINTON TARGETS GOP WELFARE IDEAS

In a strategic attack on the Republican "Contract With America," President Clinton today complained that the GOP's welfare reform plan could "do more harm than good." Speaking at a convention of county executives, Clinton singled out a proposal to deny welfare to teenage mothers. "I think it's wrong to make small children pay the price for their parents' mistakes," Clinton said. TIME White House correspondent James Carney says the speech was part of a coordinated effort by the Democratic Party and the White House to paint proposed GOP reforms as callous. "You'll be hearing a lot more about children," Carney says. "Any time there's an issue in which they can find that children suffer from Republican cuts, of course that's a much easier way to save the program."
