ANTI-ABORTION MEASURE CLEARS HOUSE COMMITTEE

A divided House Appropriations Committee late last night voted to let states refuse to spend federal funds on abortions, even in cases of rape and incest. Supporters of the controversial measure proposed by Rep. Ernest Istook (R-Okla.) said it is a step towards restoring states' rights. But White House spokesman Mike McCurry called it "a back alley approach to taking away a woman's right to choose."
