A constitutional amendment that would block future members of Congress from serving for more than 12 years was approved by the Senate Judiciary Committee in an 11-6 vote, mostly along party lines. It would limit representatives to six two-year terms and senators to two six-year terms. A move by Sen. Patrick Leahy (D-Vt.) to count terms already served by incumbents was rejected by an 11-5 vote.
