Also due Monday are President Clinton's budget proposals for fiscal year 1996 and beyond. White House officials say that Clinton plans on unveiling $140 billion in spending cuts, up from $76 billion he proposed last December. Over half of the money -- $80 billion -- will be earmarked for deficit reduction; $60 billion would fund a tax cut.
