ALGIERS . . . BOMB BLAST KILLS 38

A bomb blast today in a bustling Algiers street killed at least 38 people and wounded 256. The explosion occurred across the street from the city's police headquarters. It was the deadliest terrorist attack so far in the country's three-year civil war. No one claimed responsibility, but government security forces blamed fundamentalist guerrillas who have sought to topple the army-backed government since January 1992 -- when the military canceled elections expected to be won by the fundamentalists.
