A SENATE NOD TO STATES' RIGHTS

The Senate easily approved, by a margin of 86-10, a bill to end the longstanding practice of imposing "unfunded mandates" on states. The House is still debating its version of the bill, which has President Clinton's grudging support and enthusiastic backing from governors and the GOP congressional majority. Amendments to it were defeated, including one that would exempt programs affecting children and the elderly.
