Today's clever GOP maneuver has further consequences, Tumulty says: To drop the "supermajority" provision, House Speaker Newt Gingrich and other GOP leaders cut a deal with the hard-right, promising to reintroduce the idea as a new constitutional amendment proposal next year. While it probably won't fare any better with Democrats then, she points out, Gingrich would be giving 1996 GOP candidates a deadly election-year weapon. "They'll be handing any Democrat who votes against it a gun and saying, 'Shoot yourself,'" Tumulty says.
