ISRAEL . . . GOOD FENCES MAKE GOOD NEIGHBORS

The Israeli government, trying to save thePalestinian peace accordin the face of public outrage over the weekend bombing, launched an offensive against militant Muslim groups. One new idea: a $230 million electric fence to separate Israel from the West Bank's 1.2 million Palestinians. On the West Bank today, Israeli troops rounded up dozens of Muslim activists, ransacked a mosque and welded shut the doors of extremists' headquarters. PLO leader Yasser Arafat, meanwhile, blamed the Muslim groups for his failure to deliver peace with Israel in the territories, saying "those who broke the ceasefire now wanted nothing but to kill the Palestinian dream."
