CONGRESS . . . GOP JUGGERNAUT STALLS

TheGOP locomotivetoday seemed to sputter a bit. Orrin Hatch, (R-Utah), chairman of the Senate Judiciary Committee, agreed to delay a vote on the balanced budget amendment for a week, to the end of January, in order to give Democrats time to prepare amendments. But it wasn't just the Democrats who raised red flags on the measure, which needs to get the nod from two thirds of each house. Moderate Republicans also objected to a part of the legislation that would require a three-fifths majority to raise taxes. A House vote on the constitutional amendment was delayed yesterday.
