Senate Republicans said they're readying bills to tighten federal lobbying laws and virtually ban gift-giving to lawmakers, as well as move with the House on a balanced-budget amendment. Incoming Majority Leader Sen. Bob Dole said the lobbying bill, which died earlier this year amid Democratic complaints and then a Republican filibuster, ought to pass the Senate without trouble under the new GOP majority. Dole said the balanced-budget amendment would hit the Senate floor "fairly soon," but that it would take the Senate longer to debate and wade through that and other "Contract with America" proposals than the now-more-focused House.Post your opinion on theWashingtonbulletin board.
