The U.S. crime rate over 1994's first six months dropped three percent versus 1993, according to FBI statistics. Murders declined 2 percent, rape 6 percent, robbery 4 percent. But the news of crime plunging is tempered by some bad news: more and more young people are becoming violent. The 19-and-under set represented 29.2 percent of known assailants last year, up from 26.6 percent just two years earlier, the FBI said.
