Hillary Rodham Clinton today ridiculed incoming HouseSpeaker Newt Gingrich's informal proposal to build orphanages to reduce welfare rolls. In a New York speech, Clinton said any plan to reform the welfare system would instead have to address job training, child care and health needs: "(These) have to be met unless we want to see literally thousands and thousands of people on our streets and face the unbelievable and absurd idea of putting children into orphanages." Gingrich and other House Republicans have been quietly backing away from a GOP proposal to bar states from paying welfare benefits to children born out of wedlock with mothers under 18 or without established paternity and then use the savings to pay for orphanages.Post your opinion on theWashingtonbulletin board.
