Washington's new power couple, Kansas Sen. Bob Dole of Kansas and Georgia Rep. Newt Gingrich, outlined the first priority of their legislative agenda today: They promised an audience of GOP governors that they would push for relaxing federal controls on states as soon as possible. Dole told the Republican Governors Association that the first bill brought to the Senate floor next year would curb federal initiatives that require state financing. "We're going to change the direction of America for the right reason -- it needs to be changed," Dole said.
