NO MANDATE FOR GOP POLICIES

The poll also shows that even though voters handed over the House and the Senate to the GOP, only 18 percent said the election results were a mandate for Republican policies. Sixty percent, however, said that it was a rejection of Democratic programs. And 50 percent said that the results reflected voter disapproval of President Clinton's handling of his job.
