HAITI . . . WRAPPING IT UP

In a small peace offering to past congressional critics, President Clinton signed a Senate resolution praisingU.S. troops' work in Haiti, adding that he'd send "the bulk" of military personnel home within months -- when United Nations peacekeepers take over. Still, Clinton said in a statement, he reserved the right to keep secret from Congress sensitive military moves in Haiti. Meanwhile in Port-au-Prince,Haitian President Jean-Bertrand Aristidereaffirmed his pledge to step down when his term expires next year.
