Democrats may be beneficiaries ofPresident Clinton's recent foreign policy successes, according to a new TIME/CNN poll. When asked which party's congressional candidates they would pick if the election were held today, 40 percent replied "Democrat" and 35 percent said "Republican" -- almost acomplete reversalof the tally October 12. The same poll shows Clinton's approval rating at 48 percent -- up four percent in the same period.
