Hong Kong is the best place to do business in the world, according to Fortune magazine in its first-ever global ranking of the most attractive commercial centers. Hong Kong ranked number one despite its imminent takeover by the Chinese Communist government in 1996 in part because it adjoins the world's biggest single consumer market. New York City came in second despite a reputation for high taxes, crime and crowds. Fortune explained the Big Apple is getting friendlier. London, Atlanta and Chicago followed the top two.
