ZHIRINOVSKY . . . HEADED FOR THE U.S.?

Russian bad boy Vladimir Zhirinovsky, who's seen his political stock drop at home, may get a chance to propound his extreme neo-nationalism in America. State Department officials said late yesterday they're likely to grant the Russian parliamentarian a visa for a 14-day visit that would begin Nov. 4 -- unless they can find a good excuse. The best so far: U.S. law says visas can be rejected if the Secretary of State concludes the trip "would have potentially serious, adverse foreign policy consequences."
