THE STARVATION BLAME GAME

A U.N. report released today says about 2.5 million children, pregnant women and nursing mothers face severe malnutrition because of food shortages in Iraq. The U.N. Children's Fund said the Iraqi government's recent cutbacks in food rations are responsible; Baghdad blamed the cutbacks on a poor harvest and on U.N. sanctions imposed after Iraq's August 1990 invasion of Kuwait.
