Pentagon officials said some Iraqi troop units had pulled back from combat positions near Kuwait's border, citing "fairly broad movement" among the 71,000 soldiers assembled alongside the emirate. President Clinton said he was "hopeful" the withdrawal would gel, but no one in the Administration publicly let their guard down.
