The U.S. has the second-highest rate of jailing its citizens--second only to Russia, according to a study released today. The Sentencing Project, a group that promotes alternative sentencing, reports that the incarceration rate here has reached an all-time high of 519 per 100,000 people here. And blacks are six times more likely than whites to be thrown in the slammer.
