A committee at the U.N. population conference overrode Vatican objections and adopted a controversial paragraph that endorses family planning and does not reject abortion. The paragraph is now part of the 20-year "Program of Action" for slowing the world's population growth, which will be voted on by the entire conference next Tuesday. Hot spots ahead: discussions on teen-age sex and contraception, slated for next week.
