IRELAND LOOKING FOR A PEACE DIVIDEND

Irish government officials met with vacationing President Clinton on Martha's Vineyard, Massachusetts, and made a pitch for upping the aid they get in the wake of an I.R.A.-declared cease-fire that went into effect Wednesday night. Clinton, while he said he wanted to "reach out" to all communities in Northern Ireland, did not promise any specific amount. White House aides said it would be a while before the current $20 million in annual aid could be increased.
