RWANDA . . . A STEP FORWARD

Rwanda and Zaire -- previously on the outs about how to bring about the return of 1.2 million wary Hutu refugees in Zairian border camps -- agreed to work together to solve the crisis. Senior United Nations officials called the pledge a "big achievement," mainly because it means Zaire might crack down on leaders of Rwanda's ousted Hutu government who are now preventing some refugees in the camps from going home.
