Chinese legislators, making good on threats, voted to disband Hong Kong's legislature and other elected institutions when the colony reverts to Chinese rule in 1997. Meanwhile, Macau -- a Portuguese colony due to revert to Chinese control in 1999 -- may be in trouble. Officials there accidentally gave reporters a Governor's-eyes-only report describing Chinese Premier Li Peng's "incompetence and bad reputation." China registered "astonishment."
