Puerto Rico's legislature is likely to vote tomorrow to authorize a plebiscite on future relations with the U.S. Faced with three options -- statehood, independence or a continuation of commonwealth status -- Governor Pedro Rossello and congressional Democrats are enthusiastic supporters of fully joining the union.
