STARR TO FISKE'S STAFF

STAY A WHILE: Kenneth Starr, the newly appointed Whitewater investigator, urged his predecessor's staff to stay on the job. Starr, a Republican federal appeals judge, replaced Robert Fiske, who had so far cleared the Clinton Administration of illegal activity. About half Fiske's staff had been expected to resign.
