President Clinton could appear before the Lewinsky grand jury tomorrow, but the only way that's likely to happen is over Clinton private lawyer David Kendall's cold, dead body. Instead, expect plenty of maneuvering as lawyers for both the President and Ken Starr work to set the most favorable ground rules for testimony.

Besides, Clinton is legitimately busy tomorrow. He's scheduled to attend a memorial service in the Capitol Rotunda for Jacob Chestnut and John Gibson, the two police officers shot to death inside the Capitol last week.

And on Wall St., traders will be watching for the release of the July Consumer Confidence number, which is expected to come in at a declining but still very high 135.5.
